Add an option for setting user flair

Right now, we set the user flair by default. I propose to add an option to the config which can do this, or disable.

Note: You will need to add nsfw_pct_moderation.nsfw_pct_set_user_flair and set it to True for this to activate once this has been activated.

Maybe in the footer and maybe add a DM command with info which will display some useful information. Could be a good idea. Not sure what version you'd like to start at for now, though.

Potential predator automod spam

There doesn't seem to be any checks done on AutoModerator, resulting in a lot of spam.

To fix this, what I propose is the following: * Add a user ignore list, and add AutoModerator to it (a list incase we would like to add anyone in the future, future proof, I guess). * Add a new setting to receive notifications about potential predators via modmail, boolean for true or false, whether you'd like it or not.
